Here are a few active turf rebate programs you can take advantage of in 2026:

  • 🌊Torrance, Redondo Beach and Palos Verdes West Basin Turf Replacement Program:

  • Residential rebates:

    • Up to $3 per square foot of turf removed

    • Up to $6 per square foot for qualifying underserved households

  • Commercial, HOA & public agency rebates:

    • Up to $7 per square foot, depending on project type and funding availability

  • A professional landscape design is required and often provided through the program

  • Additional incentives may be available for tree planting

    Rebates are designed to encourage long-term water savings and typically favor native or climate-appropriate landscaping over decorative or high-water alternatives.

  • 🌿San Pedro LADWP Turf Replacement Rebate: Properties located in San Pedro and other LADWP service areas remain eligible for turf replacement incentives in 2026.

    • Residential properties:

      • Up to $5 per square foot, capped at 5,000 square feet

    • Commercial & multi-family properties:

      • Up to $9 per square foot for qualifying turf removal projects

Ban on Decorative Turf for Business, Commercial Sectors

It’s an all-too-common sight in Southern California – grass that serves no community or recreational purpose – also known as non-functional turf.

Metropolitan took a step forward to eliminate grass that is purely decorative by adopting a resolution that strongly recommends that cities and local water agencies across Southern California pass ordinances that prohibit the watering and installation of nonfunctional turf, largely in business and commercial sectors, as well as HOAs.

The action is part of Metropolitan’s work to support more sustainable, water-efficient landscapes throughout the region. For more than a decade, Metropolitan has incentivized residents and businesses to replace their grass lawns with plants that are more appropriate for California’s climate, resulting in the removal of more than 200 million square feet of grass, saving enough water to serve 62,000 homes a year.
